Title: Developing and Implementing the Arms Trade Treaty: Significance, effectiveness and lessons learned
Owen Greene is Professor of International Security and Development, and Director of Research and Knowledge Engagement, at the Department of Peace Studies and International Development, University of Bradford, UK. He has researched and published widely on issues of: proliferation and (mis-)use of arms and sensitive technologies; conflict, security, development and environment interrelationships in fragile and conflict affected areas; the development and effectiveness of international co-operation on complex transnational issues (including environment, trafficking, crime); and on international and regional security, including conflict prevention, crisis management and response, and peacebuilding. In these issue areas he has a long track record of influential work with policy and practitioner communities, with regional and international organizations, many governments, and also with international and local NGO networks. In this context, he has been closely involved since the late 1980s, as an expert advisor or consultant, with negotiations to establish regional and international norms and agreements to tackle problems relating to inadequately controlled flows and holdings of conventional arms and sensitive technologies, including the UN Register of Conventional Arms, the UN Programme of Action of Small Arms and Light Weapons, the Arms Trade Treaty, and their associated regional agreements.
